Each promises to share with us some personal reflections on the very unique Session just concluded.

Mark your calendars for our April luncheon which will be held on April 4th. Jim Comey, Managing Assistant United States Attorney for the Richmond area, will instruct us on the ins and outs of prosecuting a case against the mafia. We expect that his presentation will be approved for CLE credit.

Legal Speakers Needed - Devote 2-3 hours to speaking to the Flagler Women on a legal topic that will help the women with their personal affairs (domestic relations issues, landlord-tenant, creditors' rights, etc.). Let Lori Rinaldi know if you have another topic you'd like to speak about.

Coordinator needed (small time commitment, very rewarding). The Coordinator calls the RM House and gets dates for when MRWBA members can bring a dinner for the guests, then the Coordinator coordinates with members for providing the dinners. We have always had a very good response from members in providing the dinners - often members pair up to make the project easier.

St. Andrews School
Volunteers are needed to become involved at St. Andrews School in Oregon Hill. It is a terrific private school geared toward disadvantaged students. Lindsay Biggs of Hunton & Williams and Uta von Recum, in-house counsel at First Health, will be organizing volunteer opportunities at the school. LINC, the Legal Information Network for Cancer, is seeking attorneys to help cancer patients deal with the business side of cancer by providing pro bono services in the following areas:  insurance appeals, social security disability appeals, drafting of wills, advance medical directives and powers of attorney, employment, bankruptcy and child custody. 

Attorneys in all areas of practice are welcome;  attorneys with expertise in insurance and estate planning are particularly needed.

NEWS RELEASE

The lawbook, Virginia Landlord-Tenant Law, 2nd edition, written by Jerome ("Jerry") P. Friedlander, II of McLean, Virginia, is being discontinued as a result of the corporate reorganization of the Lexis Law Publishing company (formerly The Michie Co) and its subsidiary companies (Shepard's, McGraw-Hill, etc). The 2000 Virginia General assembly made a number of changes to the Virginia Residential Landlord-Tenant Act which supplmental material has not yet been sent to its readers. The supplement for the year 2000 will be issued by its author directly. Because Lexis Law company has not given Jerry a copy of its customers, Jerry needs to identify the book's subscribers to determine whether they want to receive the 2000 supplement and to reach those who simply want more information or want the book. Bylaws Changes

At the February membership meeting the bylaws changes recommended by the Board of Directors were approved by the membership.  The restated bylaws as amended will be available on the web site in the next few weeks.

Many thanks to Bev Powell and the Judicial Candidate Endorsement Committee for their hard work on these changes, and also thanks to the members who had reviewed the changes and stayed to discuss them and cast their votes.  We are now in a position to conduct the next judicial endorsement vote without the necessity of calling a membership meeting.

Membership - Sends out applications and renewals. Recruits new members.

Newsletter - Assembles newsletter articles and updates website.

Programs - Arranges luncheon programs and speakers.

Public Service - Oversees domestic relations pamphlet and Flagler Home projects.

In addition to committee business, the time commitment includes a monthly Board meeting.

Judicial Performance Evaluation Task Force 
To Hold Public Hearings

Chief Justice Harry L. Carrico has established a Task Force to recommend evaluation criteria for the judiciary in response to House Joint Resolution 212 adopted by the legislature during the 2000 General Assembly Session. The 27-member Task Force has been meeting since September to design a performance evaluation program for judges and is now in a position to share its progress with the public and to seek the public's input as the development process continues. Accordingly, the Task Force will hold public hearings during March, 2001, at six locations throughout the state. Several of the 27 Task Force members, who include judges representing all levels of Virginia's courts, attorneys, and citizens, will be at each hearing. The discussions of the Task Force to date have resulted in the development of a proposed program. In general terms, the proposed Judicial Performance Evaluation Program has two purposes. The first is to serve as a self-improvement tool for judges - to help them identify areas in which their performance on the bench might be improved. The second is to provide information to the legislature about the judge's performance at the time a judge is considered for reelection by the General Assembly. The draft program relies heavily on written surveys completed by attorneys and jurors who have had an opportunity to observe the courtroom demeanor and procedures employed by the judge being evaluated. A retired judge will discuss the results of the evaluation with the evaluated judge. While all comments are welcome, the Task Force is particularly interested in receiving testimony on the public's perspective on 1) the need for and purposes of a judicial performance evaluation program, and 2) how such a program should be structured. To accommodate as many speakers as possible, each speaker will have a maximum of five minutes; however, the Task Force also will accept written statements. In May, the Task Force will forward recommendations regarding the establishment and implementation of a judicial performance evaluation program to the Supreme Court. The public hearings will be held in the following locations:
